Private Educational Network (PEN) allows teenagers to learn driving theory from the comfort of their own home. Why leave your home and attend driving school when our at-home courses are simple, educational, and fun? This is an easy way to complete driver education in the convenience of your own space but don’t be fooled by the convenience as this course covers a lot of important information and testing is done throughout.
PEN issues official Department of Motor Vehicles certificates and is the recognized leader in California for at-home driver education. Courses meet California's Provisional Instruction Permit requirements for persons under 18 years of age. This is the only home study course studied and tested by the California DMV. The DMV study shows that PEN’s courses are as good as or better than conventional driving school classroom instruction. Of course we’ve always known this but it just sounds better coming from DMV.
BOOK COURSE
Students may register for the book driver education course Online or by telephone, fax or mail. Once the registration is received, within the next business day, we will mail out the course materials by U.S. Priority Mail. The materials should arrive within 7 business days. Expedite mailing service is available for $25.00. Call our office for this service.
Once the materials have arrived, the student will have 30-days to complete the course work and return it in the self-addressed envelope to PEN. Once PEN receives the materials, it will take PEN approximately 10 business days to put the results in the mail to the student. Student must achieve a grade of 75% or better in order to be certified.
The worksheets will direct the student what to read, when to take quizzes or tests. To avoid course failure, ALL course work must be done in the student’s own handwriting or printing and must be legible. PEN or PENCIL may be used on course work. PEN must be used on all parent and student information.

GRADING POLICY
WORKSHEETS
Only SPECIFIC ANSWERS will be accepted. In PEN’s opinion, excessive incomplete or illegible worksheets, or those without SPECIFIC ANSWERS, will constitute a failure for the program without refund, regardless of the testing scores. ALL course work must be done in student’s own handwriting or printing and must be legible.
TESTING
Passing Grade = 75% average or better. Only two (2) re-tests are allowed, if average of 75% or better on tests is not achieved initially. There is a $5.00 administration charge per re-test.
A teacher or parent/guardian of the minor must administer the testing. Student must not have access to any of the testing materials until the corresponding worksheets have been completed and student is directed to test as indicated by worksheets.
Upon completion of testing, a parent/guardian must sign, date, and print their California Driver License or California Identification Card Number on the test answer sheet where indicated (teachers are not required to submit their California Driver License or Identification Card Number). This certifies that the student has completed the testing without help.
Programs must be completed and mailed to PEN within 30 days from the date materials arrive. If student requires more than 30-days, a $25 extension fee will be due and must accompany the completed course work no later than 60 days from the date that the materials arrived from PEN. Programs not received by PEN. completed and post marked within sixty (60) from the original date course materials were received will be considered a non-refundable failure – no exceptions.

RETURNING COURSE WORK
Return the completed course work and testing in the pre-addressed envelop to PEN. When mailing, get a proof of mailing as this document will be required if PEN. does not receive your materials. To insure you put the correct amount of postage on the envelope, have the postal person weight and price your package. PEN. will not return any course work and is not responsible for any course work not received.
If course work and testing is not received by PEN, student must re-do all course work and testing unless the student can provide complete copies of all course work and a proof of mailing.
CERTIFICATES OF COMPLETION
Upon receipt of your materials, it will take PEN approximately 10 business days to grade course work. Completion certificates will be mailed upon successful completion of worksheets and testing. Otherwise, we will mail a notice specifying why certificates have not been mailed along with instructions on how to proceed.
